# Worldwide completeness matrix: final consolidation

Claude coverage-matrix lane, consolidation run 2026-10-14 22:46 CDT (lane cut-off about 16:30 CDT). Scripts `07_analysis_code/9740`-`9749`. Output folder `qa/claude_coverage_matrix_20261010/final_consolidation/`. Nothing was sent or requested; no logins, accounts, browser, CAPTCHA/WAF bypass or certificate bypass; the author's email appears nowhere; every input file is read-only. The status column used throughout is `autism_status` of `CHANNEL_COVERAGE.csv` (11,736 cells = 978 level rows x 12 channels; 6,835 NOT_CHECKED at the start).

## 1. Honest completeness statement

- **The matrix is not complete, and the stopping rule of the plan is not met.** 37 of 11,736 cells (0.3%) are still NOT_CHECKED, against 6,835 (58.2%) at the start.
- **Share of cells checked** (any status other than NOT_CHECKED): 41.8% before, **99.7% after**.
- **Share meeting the strict none_found standard:** 1,357 cells = **11.6% of all cells**, 11.6% of checked cells, 62.0% of the 2,188 cells that carry none_found. Strict means a saved listing and recorded queries plus an independent confirmation (the D5 second pass, or at least two independent compilations in channel i). The other 831 none_found cells are none_found by the per-channel standard of 9375 but have no independent confirmation yet (channel k, GPT-checker and lane-A results, cells outside the D5 scope).
- **Not none_found:** 5,998 cells are weak_none (searched, below the standard; 1,432 of them were confirmed by the D5 second pass and could be promoted in a later update), 1,212 are positive (held or open), 1,365 are access-limited (browser, account, request, blocked) and 936 are level_absent or channel_absent.
- **Where the gap sits:** the remaining 37 cells are concentrated in channels f (37). By reason: Wayback CDX request failed (transient), retry cell: 37. These are cells that were not attempted, not attempts that failed, except the Wayback retry cells (the request failed with a 5xx, timeout or 429 and no inference was made).
- Channel i is complete for the six compilations enumerated (0 NOT_CHECKED): no autism / ASD / F84 / pervasive-developmental indicator exists in Eurostat, OECD, WHO GHO, UNESCO UIS or UNICEF; WHO/Europe has one (a single-year 2016 national policy-survey rate for 16 countries, `CAHB_SURVEY_38`).
- Checked is not the same as exhaustive: a none_found says the catalogue or listing named in the cell shows nothing, not that no such series exists elsewhere in the country.

A lane that agrees with an existing status changes nothing (corroboration is listed in `update_lanes_all`). Cell-level before/after is in `STATUS_CHANGES_FINAL.csv`.

### 3.1 Channel k (literature), credited from the literature lane

- The SEARCH_LOG holds **163 country tag sets** (Europe PMC autism incidence/prevalence query `A_`, PubMed autism query `P_`, Europe PMC vaccine-coverage query `C_`; every harvest retrieved in full, hitCount = retrieved for all 489 country queries) plus four global queries. **The task text said 176 countries; the log shows 163. Only those 163 are credited; the other 80 of the 243 universe keys stay NOT_CHECKED for k** (no search was invented).
- National rows: 61 set to `found` (the country appears in at least one autism-dimension candidate of LIT_CANDIDATES; status = best access status of its candidates) and 63 to `none_found_enumerated`. Only cells that were NOT_CHECKED were touched (549 cells).
- Sub-national rows (425 cells) carry `searched (country-level literature search; no subnational table found)` (status weak_none), or a label naming the other levels at which a candidate exists.
- Of the `found` national rows, 16 countries have candidates only at sub-national levels (the national cell says found because literature tables exist for the country; the level-specific cells carry the detail).
- None of the k none_found cells is counted strict: Europe PMC and PubMed overlap (not independent), screening used titles and abstracts, and the D5 second pass did not cover k.

### 3.2 Channel i (international compilations), one systematic pass

Listings were fetched by plain GET with TLS verification on and saved gzipped with sha256 under `channel_i_listings/raw/` (`LISTINGS_MANIFEST.csv`); each was flattened to `<compilation>_listing.csv` and searched for `autis*`, `asperger*`, `ASD`, `F84`, `pervasive developmental`, `PDD` over code, name, description and all-language names. Related (neurodevelopment, disability, mental health) hits are in `CHANNEL_I_SEARCH_HITS.csv`; none is an autism indicator.

It is a single cross-section from a policy survey, so those 16 national cells are open_not_downloaded (low value) and listed in FOUND_OPEN_NOT_BUILT.csv.

Applied to the matrix: channel i is now none_found 522, level_absent 433, channel_absent 0 and positive 23. Admin levels are level_absent except where a compilation with subnational data (Eurostat NUTS, OECD regional database) covers the country, where they are none_found (no autism indicator at any grain). Membership lists for Eurostat/OECD/WHO-Europe are hard-coded reference lists in 9742; GHO, UIS and UNICEF coverage comes from their own country lists. Strict where at least two independent compilations cover the cell.

### 3.3 Channel l (account-only), credited from the D6 docket and triage

- Account-only route exists: 110 cells in 42 countries (docket group C 'create a free account or API key'; group B own institutional login; any item the triage classed web_form_needs_account). Formal applications, paid orders, e-mail requests and blocked hosts are not account-only routes and keep their request_only / blocked statuses. Routes in `channel_l_account_routes.csv`.
  - Basis (countries): docket group B: 17; docket group C: 26; triage route_type web_form_needs_account: 11. Group B routes are the author's own institutional/library login, the most generous reading of 'account-only'; they are labelled as such in `status_label`.
- `no account-only route identified` (weak_none): 281 cells, only in the 114 countries that the D6 triage, the docket or the scouts examined. All other countries keep NOT_CHECKED for l.

### 3.4 Lane A, lane B, GPT checkers, second pass

- **Lane A** (channels b, d, h and a few a, c, f, g): 252 rows over 216 cells, accepted as submitted (its own audit demoted one none_found for lacking a saved file).
- **Lane B** (channel f Wayback CDX scan plus the SJM and VAT structural rows): 80 channel rows; 52 are open_not_downloaded **leads from file-name keyword screening, not verified tables**. The 477 edition-axis rows are applied to `EDITION_COVERAGE_FINAL.csv` / `EDITION_SUMMARY_FINAL.csv` (438 existing editions updated, 39 added). Edition status before {'held': 6723, 'open_not_held': 962, 'unknown': 438, 'unavailable': 236}; after {'held': 6792, 'open_not_held': 1058, 'unavailable': 469, 'unknown': 79}; source-level summary after {'complete_as_checked': 287, 'gap_open_not_held': 205, 'NOT_CHECKED': 68} (before: complete_as_checked 328, gap_open_not_held 157, NOT_CHECKED 68).
- **GPT checkers** (5,822 rows landed by the cut-off, 35 checkers: six in round 1 on channels a, c, e, g, j and ten in round 2 on channels h, d, b, f): 5,064 accepted (evidence URL plus a saved listing on disk or explicit queries), 758 provisional and not applied. A `none_found_enumerated` row counts as none_found only when its saved listing exists on disk, otherwise it is weak_none under the strict standard (870 rows downgraded this way). Query text in some rows lost non-Latin characters (shown as `?`); those rows are flagged and kept only where ASCII query terms survive.

- **Second pass (D5)**: 3,197 cells verdicts: 2,931 confirmed_none, 161 REOPENED_found, 42 reclassified, 2 unresolvable on matrix cells. The reopened and reclassified cells are now positive or access-limited (they were none_found / weak_none in `CHANNEL_COVERAGE.csv`); 50 reopened rows belong to the D2 enumeration scope outside the 12-channel matrix and are in `updates/D2_ENUMERATION_FINDS.csv` and FOUND_OPEN_NOT_BUILT.csv.

Sample: 280 of 5822 GPT rows (4.8%; the ceil(5%) rows with the smallest sha1 of the row key, so it is reproducible). Each evidence URL was fetched once (plain GET, TLS on, no bypass).

Definitive failures (URL gone, FAILED_NOT_FOUND or a block that did not reproduce): 7 of 266 fetched rows (95% Wilson interval 1.3% to 5.3%); FAILED_NO_URL rows are rows that were already provisional. A failed row was demoted to provisional and not applied. INCONCLUSIVE_ACCESS (403, 429, 5xx, TLS handshake) is not counted as failure. VERIFIED means the page is reachable and contains an autism or disability term; REACHABLE_UNVERIFIED means reachable but PDF/JS/no term in the static HTML, so the specific claim was not confirmed. A spot-check is a liveness and relevance check, not a re-run of the search.

## 8. Caveats and discrepancies

- **176 versus 163 countries (channel k):** see 3.1; 163 were searched according to the log.
- **Precedence:** statuses are merged best-first under the 9371 precedence, so a blocked or positive finding replaces none_found or weak_none; `STATUS_CHANGES_FINAL.csv` shows every such change.
- **GPT checkers were still running at the cut-off.** Their `CELLS_TO_CHECK.csv` queues hold 7,273 cells; rows that had not landed are reported as NOT_CHECKED with that reason, not as unchecked failures. Re-run `9745` -> `9746` -> `9747` -> `9748` to absorb later rows.
- **D5 scope:** the second pass covered the 3,197 cells that were weak_none or none_found when it started; cells that became none_found afterwards (channel i, k, GPT, lane A) have no D5 verdict.
- **Channel l** statuses are routes known to the D6 triage and scouts, not an enumeration of account-gated portals; 'no account-only route identified' is weak_none by construction.
- **Channel i membership lists** for Eurostat, OECD and WHO/Europe are hard-coded; they affect only how many independent compilations count as covering a country, not the absence of autism indicators.
- **Dimensions:** every status here is for the autism dimension. `nc_status` and `coverage_status` are carried over unchanged from `CHANNEL_COVERAGE.csv`; none of the lanes consolidated here reports negative-control or coverage availability per cell.
- **Lane C and the GPT-conversion lane** build parts; they write no channel-update file, so they are not part of this consolidation.
- **Dates:** the second pass writes UTC timestamps; this report uses CDT.
